Public Utility District No. 1 of Island County
Details
The Island County Auditor had set the special three-day filing
for the three proposed Public Utility District Commissioner Districts
from August 13 - 15, 2008.
All PUD Commissioner candidates must go to the Island County Auditor's
Elections office on these days between the hours of 8 AM to 4:30
PM and fill out the paperwork to file as an official PUD Commissioner
candidate.

There is no cost to file as a PUD Commissioner candidate, as initially
there will be no salary. State law does not allow any salary to
be paid to PUD Commissioners until there is revenue for the PUD.
Districts and Candidates
A PUD Commissioner candidate must reside in the district for which
they are running.
The following are the PUD Commissioner Districts of proposed Public
Utility District No. 1 of Island County:
District 1 - The area comprised of voting precincts Polnell, Oak
Harbor 1, Oak Harbor 2, Oak Harbor 3, Oak Harbor 4, Oak Harbor 7,
Oak Harbor 9, Oak Harbor 10, Ault, Cornet, Dugualla, Silver Lake,
Highland, Countryside, and Soundview;
PUD Commissioner Candidate from District 1 is Marshall Goldberg
(unopposed)
District 2 - The area comprised of voting precincts Penn Cove,
Prairie, San de Fuca, Westview, Hastie Lake, Coveland, Scenic Heights,
Swantown, Fort Nugent, West Beach, Oak Harbor 5, Oak Harbor 6, Oak
Harbor 8, Oak Harbor 11, Oak Harbor 12, Oak Harbor 13, Oak Harbor
14, Oak Harbor 15, and Hillcrest;
PUD Commissioner Candidate from District 2 is Pat Harmon
PUD Commissioner Candidate from District 2 is Brien Lillquist
District 3 - The area comprised of voting precincts Austin, Central,
Clinton, Deer Lake, Freeland, Glendale, Greenbank, Lagoon Point,
Sandy Point, Saratoga, Maxwelton, Useless Bay, Admiralty, Double
Bluff, Lone Lake, Bush Point, Possession, Coupeville 1, Coupeville
2, Langley 1, and Langley 2.
PUD Commissioner Candidate from District 3 is Tim Arnold
PUD Commissioner Candidate from District 3 is Georgia Gardner
The Election
Island County is an all mail ballot county. All three districts
will be elected at large, so any election strategy that a candidate
may utilize will need to focus on all of Whidbey Island and not
just their districts.
State law says that the three commissioners who are elected will
have staggered terms. This means that the commissioner who receives
the largest vote total will have a full six-year term, and the commissioner
who receives the second-largest vote total will have a four-year
term, and the commissioner who receives the smallest vote total
will have a two-year term. This is done so that there is not a powerful
block of like-minded Commissioners.
All candidates who file with the Island County Auditor will probably
need to register with the Washington State Public Disclosure Commission.
It is essential that you call the Public Disclosure Commission immediately
after filing, and find out what you will need to do to comply with
election disclosure laws.

Background
Please keep in mind that the voters must approve the PUD ballot
measure for any PUD Commissioner candidate to have an official position
to occupy. If the PUD ballot measure does not pass, there is no
PUD formation, and therefore, there are no PUD Commissioners.
Every PUD Commissioner candidate who files with the Island County
Auditor is strongly encouraged to begin reading RCW Title 54 --
The Public Utility District Act. Specifically, you must read RCW
54.04, 54.08, 54.12, and 54.16, if you want to understand the statutes
surrounding and forming the elected office of a Public Utility District
Commissioner.

People For Yes On Whidbey PUD will not endorse any candidate who
runs for a PUD No. 1 of Island County Commissioner's seat.
We have prepared a PUD Customer Bill Of Rights and a PUD Candidates
Pledge. As candidates, you are free to utilize or endorse these
documents, if you so desire.
We are certainly hoping that having PUD Commissioner candidates
will add some excitement and legitimacy to the PUD formation effort.
We will be having some public forums in August and September where
we will invite all the PUD Commissioner candidates to speak about
their visions and ideas for Public Utility District No. 1 of Island
County.
